Oklahoma Department of Transportation Modernizes Financial Operations by Migrating Legacy Systems to the Statewide PeopleSoft Platform

Oklahoma Department of Transportation (ODOT) had been using a legacy financial system for over 20 years. This system included custom developed applications, manual data entry, and external systems to manage our financial needs. We needed a new and modern, centralized financial system.
The State of Oklahoma’s Office of Management and Enterprise Services (OMES) had previously standardized on PeopleSoft as the state’s financial system. Therefore, we at ODOT decided to migrate our legacy system to the OMES PeopleSoft platform.
We teamed with OMES and MIPRO to provide the PeopleSoft expertise for the migration and worked closely with Oracle (who provides support for the PeopleSoft environment) on the Oracle Cloud Infrastructure (OCI).
The project included the implementation of PeopleSoft Accounts Receivable, Project Costing, and Contracts. We had already been using some of the statewide functions from the OMES PeopleSoft system, which included General Ledger, Accounts Payable and Purchasing. The new system also includes updated reporting capabilities using a combination of PeopleSoft reports and queries, and Oracle Analytics Cloud.
The ODOT, OMES, MIPRO and Oracle teams successfully completed the implementation and ODOT going live on PeopleSoft in July 2025.
Migrating to the common statewide PeopleSoft platform ensures consistency and improves support for ODOT. New features are evaluated and adopted more easily, while security updates, patches, and other infrastructure-related updates are handled centrally.
